New Google Scholar Metrics

Google Scholar users now have a way of discovering impact factors for journals  and authors. Google Scholar Metrics includes:

• h-index
• h5-index
• h-median
• h5-median
• h-core
• h5-core

Visit the Google Scholar Metrics help page for an explanation of each of these metrics.  Metrics measuring impacts for journals are the h5-index and h5-median. To find these, visit the Google Scholar search publications page (image below), where you can search by journal title, and filter by language. This page, however, is linked only from the Google Scholar Metrics help page, but not the Google Scholar main page.  

To find the career-cumulative and 5-year h-indexes for individual authors (including yourself if any of your output appears in Google Scholar), click “My Citations,” and you will be prompted to create a profile. Upon doing so, your profile will feature a “Search Authors” box in the upper right-hand corner. Enter the name of a researcher, and if that researcher also has a “My Citations” profile, you will be able to view that author’s impact scores and times cited for each of his or her articles indexed in Google Scholar.

Two long time National Oceanic and Atmospheric Administration (NOAA) veterans will retire as of Friday, March 30--Carolyn Herder and Dottie Anderson.

Carolyn Herder

Carolyn Herder, the Boulder Labs Library’s acquisitions technician, will be retiring after 40 years of federal service, including over 34 years with the Boulder Labs Library. Prior to working at the library, Carolyn served in the U.S. Air Force.

Dottie Anderson

Dottie Anderson, the Boulder Labs Library’s director, will be retiring after 18 years of service with NOAA. She spent 13 years at the NOAA Central Library in Silver Spring, Maryland before coming to the Boulder Labs Library in 2007. Prior to NOAA, Dottie worked as a reference librarian at the Air Force Institute of Technology (Dayton, OH), the Covington & Burling law firm (Washington, D.C.), and the Dayton & Montgomery County Public Library (Dayton, OH).

Recently, the Research Works Act (HR 3699) was halted in congress because of opposition by researchers. The bill would have barred government agencies from requiring public access to the results of federally-funded research. Researcher opposition coincided with a worldwide boycott of one of the bill’s supporters, Elsevier, which subsequently withdrew support for the act on Feb. 27th.

Researchers worldwide are engaged in a boycott of publishing in Elsevier journals. Elsevier is the publisher of a number of well-known and highly-regarded journals, including Atmospheric Environment, Optics Communications, and Fluid Phase Equilibria. The reasons given are as follows:

1. The subscription rates are very high.


2. Journals are bundled so that unwanted journal titles have to be purchased.


3. The publisher's support for restrictive copyright legislation that could impede open access.

To date, over 4500 researchers have signed on to this boycott. For more information on the reasons for the boycott, read the blog entry here.

James Baker-Jarvis died suddenly when high winds blew a large tree branch through his windshield. During his 22 years at NIST, Jim was a frequent library user, and he will be missed.

He was born in Minneapolis, MN, and earned a B.S. in Mathematics in 1975 and M.S. in Physics in 1980 from the University of Minnesota, Minneapolis-St. Paul. Jim received his Ph.D. in theoretical physics from the University of Wyoming, Laramie, in 1984. His teaching experience includes one year as an Associated Western Universities Postdoctoral Fellow, followed by two years as a temporary Assistant Professor with the University of Wyoming Physics Department, then as Assistant Professor of physics at North Dakota State University, Fargo.

While at NIST, he was a two-time Department of Commerce Bronze Medal Award recipient, and a 2010 IEEE Fellow for contributions to dielectric measurement and analysis of microwave measurement structures.

Jim wrote and contributed to over 100 journal articles, tech reports, conference proceedings, and book chapters in such areas as dielectric and magnetic measurements, electromagnetics, kinetic theory of fracture, hydrodynamics, heat transfer, maximum-entropy methods, and numerical modeling. A citation analysis  of Baker-Jarvis’ work demonstrates his contribution to the scientific community. His research is used by a variety of prestigious institutions including: NASA, Penn State, Russian Academy of Sciences, SUNY Binghamton, Tsinghua University, Tufts University, Warsaw University of Technology, and University of Western Australia.

The Biodiversity Heritage Library is a consortium of 12 libraries making available materials on biodiversity and related topics, like ecology and climate, available as Open Access.  Search options available include:

There will be two training sessions sponsored by the Boulder Labs Library for the week of Sept. 11-16. The first will be on the new interface for the GeoRef and MGA databases, the premiere sources for citations in the fields of Atmospheric Science and Geology/Geophysics. It will be held Tuesday, Sept. 13, 2-3pm, DSRC 2A-305. Topics covered will include:

Wolfram has introduced the Computable Document Format (CDF), making real-time interactive documents possible. It includes these features:

The CDF Player can be downloaded directly from the Wolfram CDF site, and is compatible with Windows 7/Vista/XP, Mac OS X 10.5+, and Linux 2.4+. CDFs can be created directly in Mathematica. Wolfram also maintains Wolfram Alpha, an online engine for performing computations.

Scientific records are a distinct class of information requiring cradle-to-grave management. Without proper stewardship important data will be lost and the scientific missions of NOAA, NIST and NTIA will be compromised. NARA is mandated by Congress to be the official archive for all government documents including such scientific information as: project case files, research notebooks, laboratory logbooks, equipment drawings, project proposal records, and data request records. NARA facilities maintain the climate controlled, acid-free environment needed for long term preservation of documents. In their presentation Mark and Eric take you on a step-by-step tour through the life-cycle of government records. Writing Your Data Management Plan with David Anderson, NOAA Paleoclimatology Branch Chief and Director, World Data Center for Paleoclimatology NOAA's National Climatic Data Center. Tuesday, April 12, 12:00pm-1:00, DSRC GC402. Whether you need to include a data management plan in your NSF proposal, want to make data exchange in your field as transparent as possible, or just aim to maximize the visibility of your science in the Internet World, this workshop is for you. Earth scientists face increasing pressure to share their results not just in journals, but in many other settings. Data produced sometimes long ago for one purpose are now being successfully applied to emerging problems in entirely different disciplines. A concrete data management plan developed early in your research project can make you and your data more visible, more successful, and increase the impact of your science. The speaker will provide an overview into the world of successful data stewardship, examine emerging standards and trends, and provide concrete steps for managing your Earth Science data. He will present a roadmap to completion of the recently distributed NSF data management requirement, and will conclude with a question and answer session.

The Royal Meteorological Society has launched the Weather Club, an online publication dedicated to covering developments related to climate and weather prediction. Though certain benefits are available to members, non-members have access to most of the resources available on this site. Diann married and raised four sons while living in the U.S., Germany and then Canada. Eventually, the family settled in Colorado Springs, where she worked for Western Pacific Airlines and then returned to teaching. She earned a Master of Arts degree in Educational Media (School Librarian) from the University of Northern Colorado.

Diann's greatest accomplishment is "raising her sons to be good men." In her free time, Diann enjoys reading, needlework, attending philharmonic concerts, volunteering and skiing. Her ideal home would be "with the water to my front and the mountains to my back," so she can swim and ski. Because of her familiarity with Colorado, she "already feels at home."

The Defense Technical Information Center (DTIC) recently introduced Aristotle, a social networking site dedicated to sharing information amongst the Department of Defense Science and Technology (S&T) community. Registration is open to all authorized DoD, Military, and Federal Government employees,  in addition to university faculty working on DoD contracts.  Upon registration, Aristotle users may collaborate on projects, keep up-to-date on new developments in their area of research, organize and share information, and access technical reports and research summaries generated by DTIC.

Finally, enhanced search tools include "Refine/Expand Results," which occupies a panel on the left-hand side of the page (above screenshot). You can refine using the different criteria by marking the appropriate boxes and clicking the "Refresh Results" button that appears. Once refreshed, additional criteria can be selected to further refine the search.

All published materials are full-text, some in HTML only, and others in PDF. They are available in Arabic, Chinese, English, French, Russian and Spanish depending on the publication. The site itself can be viewed in any of these six languages by choosing a specific language from the drop down box at the top of the page.

The site also provides presentations and speeches given by the IPCC Chair and other IPCC officials, access to the homepages of the different working group homepages and their publications, a calendar of meetings, press releases and meeting documentation. 

• Find the specific article within Google Scholar.
• Click on the "Cited by" link underneath the article citation. This brings up a list of all articles that cited the original article.
• Check the box by "Search within articles citing …" located just below the search box.
• Enter a keyword.

A new set of results containing the works citing the original article that also include contain the search term will appear. The number and type of articles enables one to discern the impact the original article has had on researchers working in a particular field. For instance, using the paper: Solomon, S.; Garcia, R.R.; Rowland, F.S.; et al. On the Depletion of Antarctic Ozone, Nature, 198, 321, 755-758, we may wish to discover the impact the article has had on researchers studying climate change.

Click the "Cited by ..." link (circled in red above) to bring up a list of the 531 items that cited this article (below). Check the box by "Search within articles citing Solomon: On the depletion of Antarctic ozone," and enter "climate change" in the search box. Put this phrase in quotes.

The 82 results of this search are items that cite "On the depletion of Antarctic ozone" that also contain the phrase "climate change," thus giving us an idea as to the article's impact on works related to the field of climate change. Once the Wiley Online Library is up, it will include enhanced search features, such as federated search and full-text crawling for those using search engines to find content.

• The "raw" data catalog, to download machine-readable, platform independent datasets.
• The "tools" catalog, to access hyperlinks to websites and web tools useful to data mining or where data can be mined.
• The geodata catalog which, as the name implies, offers geographical data.

Datasets are available in such areas as Agriculture, Business Enterprise, Energy  & Utilities, Geography & Environment, Information & Communications and Science & Technology.

Within each catalog, you may search by keyword, in addition to filtering by subject area and agency. The raw data catalog also allows limiting by such file types as XML, CSV/Text, KML/KMZ, Shapefile and RDF (see image above). Datasets are described in an easy–to-read format that includes user ratings and links to the originating agency’s technical documentation.

ETDEWEB features an "Easy Search" with sorting options, an "Advanced Search" option for searching in specific fields, and a "Federated Search," which pulls results from all over the World Wide Web. Finally, you have the option to create an account in order to set up alerts.

The Journal of Mathematics in Industry is the first title open to receiving submissions, with others soon to follow. Authors will retain copyright to their articles under the Creative Commons Attribution License. Those interested may sign up for email updates relating to SpringerOpen from their website.

Another powerful tool to aid in your search for patents is Sumobrain. Sumobrain is free, and upon creation of an account, it features:

• Full-text cross-collection searching.
• Documents can be ordered individually or in bundles.
• Documents can be saved, organized, and shared.
• Save up to 20 search strategies.
• Save up to 20 portfolios for a total of 25,000 documents.
• Merge and share portfolios with other Sumobrain users, providing them either with read-only or read/write permission.
• Export batch files to Excel for working offline.

Using the advanced search option may be tricky, but Sumobrain has a tutorial page explaining Boolean operators, nested queries, and proximity searching.

The DOE Green Energy site was designed for ease of use. From the main page, simply type your keyword(s) into the search box and choose whether to search by relevance or publication date.

For example, entering "wind farms" and sorting by "relevance" returns 730 R&D results (mostly technical reports). To see patent results, click on the “Patents” link at the top of the results screen. Other options include:

The IEA website allows for searching for information on worldwide energy output and usage by topic, country (member and non-member), or by publication (including an online bookshop). Additionally, the website includes information about upcoming events, press realeases, and mulitmedia interviews and presentations. When searching by country, dynamic maps are available showing international oil flow and energy indicators by country (Adobe Flash player required).

Down the left-hand side of the home page are quick links to such topics as "Statistics," "Environment," and other important topics. For example, clicking "Statistics" links you to the option to search for energy output/use statistics by coungry/region or energy product (coal/wind, etc.). On the left-hand side of the page is a menu with links to even more features, including monthly oil data, interactive maps, data services subscriptions, and publications.

Overall, the IEA site provides a bevy of resources on energy policy from an easily accessible, searchable website.

"Quickmenu," at the left-hand side of the page, offers links to resources otherwise buried in the top navigation bar. Each page has its own "Quickmenu," so finding statistics and other information is easy

    Incomplete citations require more staff time, so any citation received without any of the following information will be placed in a low-priority     queue:

Note: While not required, the article title is also important, especially if there is a problem with the citation and we need to do more extensive searching. If unable to provide a title, the subject of the article can be substituted with the notation "Subject:" in the Notes field.

2) Submitting Requests:
    Send only one citation per ILLiad document request. If multiple citations are sent on the same request, the transaction will be cancelled and the     user asked to resubmit a separate request for each citation.

    For rush requests, first submit the request via ILLiad and then notify ILL either by email (BoulderLabs.ILL@noaa.gov) or phone (x5569).

3) Patents & Standards:
    The Library will not purchase patents or standards. However, we will help to locate information including pricing and from whom requestors can     purchase.

    Researchers should check these resources prior to submitting patent requests to the Library.

4) Technical Reports & Theses:
    The Library will help to locate lenders for these items. If a lender cannot be found, then the Library will provide information, when available, on     how the requestor may purchase the item using lab funds.

5) Following up on ILL Requests:
    All communication about ILL requests (including clarification of citation information and full-text links to documents freely available online) will be     sent from the BoulderLabs.ILL@noaa.gov email address. It is the responsibility of requestors to read communications from this email address to     ensure that they receive their requested document(s).

    Researchers have one week to respond to emails requesting clarification of a submitted citation. If a response is not received within that time, the     request will be cancelled, and the researcher will need to resubmit that request along with additional information clarifying the citation.

6) High-Volume Projects (more than 20 requests/week):
    When submitting requests please indicate priority level, giving either a high or low priority statement in the Notes field. If this is not indicated, our     staff will triage the requests until time allows us to process them.

2001 – Jane Watterson, reference librarian, retires in January, having worked at the Boulder Labs Library since 1974. Boulder Labs Library online News Archive created. Books 24x7 added to the library collection.

2002 – Web site reorganized. Academic Search Premier and Business Source Premier added to database roster.

2003 – Library wins NOAA Administrator's Award in May, "For innovative and aggressive application of information technology in brining electronic information services and resources directly to the scientists in Commerce Boulder Laboratories." ILLiad implemented for interlibrary loan processing. Books In Print added to database page. The main library is closed for asbestos abatement and public services staff worked from the fifth floor of Bldg. 1.

2004 – Katherine Day, reference and interlibrary loan librarian, retires after two decades of service. January 15 saw the reopening of the Main Library, complete with new moveable shelving. Library website reorganized again, in light of new NOAA CFAS regulations, into its current form. JSTOR journals added to the library's collection of e-resources.

2005 – "Changing the World @ the Library" begins in October, featuring a profile of a library user for each month for the next year.  ILLiad 5000th request winner, Marcia Huber, announced. BioOne, which offers full-text access to articles in the fields of biology and environmental science, is added to the library collection.

2006 – 10,000th ILLiad request winner, Arno Laesecke, announced.  RSS feed for library News created.  Conducted trial of Scopus, but determined that the library's current Web of Science subscription better fulfilled the Boulder Labs community's research needs. The roof in the library's archive area caves in, causing technical services staff to be moved to the fifth floor while technical reports and archival items are inaccessible for the next 2½ years.

2007 – Dottie Anderson transferred from Maryland, as the new Lead Public Services Librarian.  Library director John Welsh retires in May, having been at Boulder Labs since 1978.  In August, Dottie is appointed as the new director.  WorldWideScience and Scitopia are added to the database list.

2008 – Greenfile, Journal Citation Reports added to database page. In October, Mike Robinson is our new ILL Librarian. In November, Aric Villarreal is the new Reference and Outreach Librarian.

2009 – February 25th is the EndNote Web seminar, hosted by the Boulder Labs Library. June 10th, IEEE Xplore seminar hosted.  GeoRef and Access Engineering added to the library's collection of e-resources. October—F.T. Bronzan and Joan Segal return to the Boulder Labs Library, filling their current positions as ILL Technician and Lead Public Services Librarian, respectively. The library conducts its ninth journal use study. As of December, the library offers approximately 1,100 e-journal titles.

It can be read in standard- or large-size type, and it offers five different Search modes: Beginner, Expert, IKOFAX, Family, and Assistant. Beginner allows search queries by use of fields, Expert facilitates search strings, IKOFAX requires a special syntax, Family allows search by Patent Number, and Assistant allows a query to be sent to Patent Information Centre staff. Coverage dates vary with country--U.S. coverage spans 1790 to the present, though for many other countries coverage begins in the 1920's and for others as late as the 1970's.

  EPO provides not only search tools for patents from 38 European countries, but an extensive collection of resources relating to patent law and links to other databases. Coverage begins at 1978.
  

• INPI (Brazil) - http://pesquisa.inpi.gov.br/MarcaPatente/jsp/servimg/validamagic.jsp?BasePesquisa=Patentes
  INPI is entirely in Portuguese, with no English mirror site, but can be translated using Google Translate. INPI provides the ability to search for patents using keywords, inventor name, and patent number. This site is sponsored by the Brazilian government, so access is free. Coverage begins at 1990.
  

• World Intellectual Property Organization (WIPO) (international) - http://www.wipo.int/pctdb/en/index.jsp
  As a United Nations agency, the World Intellectual Property Organization (WIPO) is dedicated to "developing a balanced and accessible international intellectual property (IP) system, which rewards creativity, stimulates innovation and contributes to economic development while safeguarding the public interest." There are 184 member states contributing to the dialog on intellectual property at an international level. Patents, trademarks, designs, and other items of interest to the intellectual property community are available via an advanced search interface, as well as information on negotiating international intellectual property disputes. Though creating an account is not necessary for conducting searches, a free registration will allow you to save search results between sessions. Bibliographic data is available from 1978 to the present for patents. Coverage for other types of documents varies, but typically begins from around the late 1990's or early 2000's.

Naomi is an affiliate with CIRES. She works in the Space Weather Prediction Center (SWPC), as part of projects funded by NASA and NSF, to develop a model predicting the interactions between the Earth’s ionosphere and magnetosphere during magnetic storms. Naomi spends most of her time behind a computer, “actually writing programs,” in order to develop a more complete model predicting the ionospheric response to geomagnetic disturbances.

At the Library
Naomi makes use of the print materials at the library extensively. Many of the books checked out are to prepare presentations for conferences, such as in the Summer of 2009 when she did her first overview talk, reporting on her own research project.

In addition to books, Naomi makes extensive use of journal access. “I use a lot of ILL, because it saves time to copy/scan articles that I do not have access to here. I find it extremely useful.” She mentions another heavily-used service, for finding both articles and citations--for Naomi, “Web of Science is the most favored activity related to the library.”

Kroenlein is in charge of a development effort to consolidate a national database tracking the thermophysical and crystallographic properties of clathrate hydrates of natural gas (“gas-hydrates,” for short).  A clathrate hydrate is a crystalline solid composed of a hydrogen-bonded network of water molecules which form cages around small molecules such as methane. In subsea natural gas pipelines, the mixture of sea water and small molecules at low temperature and high pressure can form solid plugs hundreds of feet long and that can keep a well off-line for months waiting for the plug to decompose.

Joan also worked in the Boulder Labs Library in the late '80's - early '90's. It was during this period that she developed her love of scientific libraries and of the "detective work" of verifying obscure citations that led her to pursue a career as a professional librarian. Joan received her MLS from the University of Arizona in 1995, and has a B.A. in English with a minor in Appalachian Studies from Virginia Tech, as well as a degree in Sign Language Interpreting from Front Range Community College.

For the past year, Joan has worked at the University of Colorado Boulder Libraries in the collection development department assisting with online licensing data collection and dissemination, collection evaluation and assessment and as the Women and Gender Studies bibliographer. She has returned as our Lead Public Services Librarian, working collaboratively with library public services personnel to help ensure the integrity of the circulation, ILL, reference, and e-resources functions. In her spare time, she enjoys hiking, gardening, playing with her three dogs, and watching Top Chef with her husband. Please join us at Boulder Labs Library in extending to Joan a warm welcome back!

As for topics, every major branch of science is covered, including physics, chemistry, biology, earth and planetary sciences, and engineering. The Office of Science and Technology Policy (OSTP) was established in 1976 (during the Ford Administration) "with a broad mandate to advise the President and others within the Executive Office of the President on the effects of science and technology on domestic and international affairs." Further, given that scientific research and technological innovation is integral to economic prosperity, national security, and environmental stewardship, the stated mission of OSTP is to "Serve as a source of scientific and technological analysis and judgment for the President with respect to major policies, plans, and programs of the Federal Government." As stated in the Freedom of Information Act, this includes:

• "Advise the President and others within the Executive Office of the President on the impacts of science and technology on domestic and international affairs;"
• "Lead an interagency effort to develop and implement sound science and technology policies and budgets;"
• "Work with the private sector to ensure Federal investments in science and technology contribute to economic prosperity, environmental quality, and national security;"
• "Build strong partnerships among Federal, State, and local governments, other countries, and the scientific community;"
• "Evaluate the scale, quality, and effectiveness of the Federal effort in science and technology."

OSTP's mission encompasses four primary topic areas: science, technology, energy & environment, and national security & international affairs, with a division corresponding to each. The National Science and Technology Council (NSTC), formed by President Clinton on November 23, 1993, was established to work at the executive level in order to coordinate science policy and investment. Chaired by the President, NSTC is staffed by the Vice-President, members of the cabinet, and representatives from various Federal scientific agencies (including our own Department of Commerce, of course!). The Council consists of four committees:

• Committee of Environment and Natural Resources (CENR)
• Committee on Homeland and National Security(CHNS)
• Committee on Science (CoS)
• Committee on Technology (CoT)

You will also find documents and reports on everything from climate change to plant genomes at the NSTC site.

Finally, the President's Council on Advisors on Science Technology (PCAST), convened by Executive Order in 1993, 2001, and 2009, by presidents Clinton, Bush, and Obama respectively, consists of some of the nation's top researchers as an advisory board to the President. Of intereset on this site are documents and reports to the President by PCAST members, concerning priorities for scientific research and investment.
